This is not a bug but an enhancement to Knife Spork.
It would be nice to have this feature:

Before uploading the cookbooks to Chef server it should commit the changes to SVN. (Yes "Before uploading to the chef server". Just in case if there is any conflict in SVN then the cookbooks should not be uploaded to the chef server.)
