velocity_controller test sprinkle branch

Most of the existing tests using the main branch (as of 7/15) were using an extremely ad hoc controller. I'd like to run some HWIL tests with the sprinkle branch of this controller as the velocity_controller, to compare its behavior to the version1 and mpc controllers.

Can we run at least the FS time headway HWIL tests with this controller as the velocity_controller int he launch file? to do this we need

git checkout sprinkle

as the branch to use.
