Consider when / if to switch to using deploy/Makefile rather than yarn for install commands #247

The README and documentation outlines installation and development procedures based on use of scripts and yarn. Now we have many (if not all) commands encapsulated in deploy/Makefile it would be good to consider when to update the documentation with these commands instead.
