Update families.csv with Monospace datas

Describe the issue
Lekton (https://fonts.google.com/specimen/Lekton) doesn't appear in monospaced fonts.

To Reproduce
Filter: "Appareance — Monospaced" on https://fonts.google.com/

Expected behavior
According to https://github.com/google/fonts/blob/main/ofl/lekton/METADATA.pb (category: "MONOSPACE"), Lekton is monospaced, so it should appear among monospaced fonts.

In fact, the monospace category is now defined there: https://github.com/google/fonts/blob/main/tags/all/families.csv
These datas need to be updated

Thank you! In this case, you can add (based on their METADATA.pb):

Chivo Mono
Fragment Mono
Inconsolata
LXGW WenKai Mono TC
Martian Mono
Red Hat Mono
Sixtyfour
Sixtyfour Convergence
Spline Sans Mono
Victor Mono
Workbench
Ubuntu Sans Mono

And Lekton, of course.

Thanks @thlinard. After migrating to the new tagging system, everything previously marked within the Categories as Monospace needs to be moved to the latest CVS data. This has happened before for some Handwritten families.
