[Feature request]: Add support for Ubuntu 22.04

As we known, Ubuntu20.04 will be End of Standard Support after Apr 2025. When clusterfuzz will support Ubuntu22.04?

I think we are a little to short staffed for this, but it's probably something we can do when we get our new hires. Hopefully we can do it before the deadline, but we don't have any definite plans.
