Automated comment/notification for approved package requests

Currently users are not notified when a package request gets the "Approved" label, unless the person approving it also remembers to post a comment. This can lead to approved package request becoming stale because the original creator of the request (and other subscribed users) don't get notified of the approval.

Suggestion: Create a bot or other automated action to either post a comment after the label has been added or otherwise trigger a notification for subscribed users.
