Consider a generic, YAML-based Advertise and Realize

This was in the context of enabling C-based NUOPC components, though isn't directly related to that work: He suggests that we consider generic, YAML-based Advertise and Realize... this would probably be Fortran implemented under NUOPC, but with C access. This might simplify caps in general. We might be able to go to a more generic Advertise and Realize, even for Fortran, and then leverage that on the C side.
