Description

It is not possible to create a delivery as a customer or a supplier with the departure set to "actual".

Current behaviour

You cannot set a delivery with an actual departure date.

Expected behavior

The following rules for combinations should be applied:

Departure	Arrival	Valid
Estimated	Estimated	YES
Actual	Estimated	YES
Actual	Actual	YES
Estimated	Actual	NO

Steps to reproduce the Bug

Log in as supplier or customer
Create a new delivery
Set the departure to "actual"
Set delivery departure date & time
See that you cannot save this delivery
