New Refactoring: Change Signature for Generic Parameters

Today, you can use the "Change signature" to reorder method parameters.

Can you please add a "Change Signature" that lets you reorder generic type parameters?

ie:

//Change this:
public class Foo<P4,P1,P2,P3>{}

//To this:
public class Foo<P1,P2,P3,P4>{}
