Using swagger with web.config in dotnet core web API

Hi,
I develop a web API project using .net core 5, and I configure The project using swagger, and it works correctly. However, when I Add Web.config file to the project, It faces the problem and shows this error:
This page isn’t working localhost is currently unable to handle this request.
HTTP ERROR 500
This My Web.Confg file:
