[feature] Use ~ in Notes.notesLocation

It looks like using a users root directory (~/) doesn't currently work. Being able to use this in Notes.notesLocation would really help when working on more than one machine.

P.S. I'd love folders too 👍

It doesn't seem like you can use environment variables like ${env:USERPROFILE}
