Add "ignore report" button in report list

Motivation

Sometimes we might receive either unhelpful, spam or even discriminating reports. Those should be able to be ignored / archived, so the reporting list doesn't get too long.

User Story

As a offer provider or board member I want to make sure that the report list only consists of respectful and sensible reports.

Proposed Solution

Add a button to ignore feedback

For this there is not yet a sensible workflow. First part of this issue would be to come up with a good workflow
