Make notes more visible, if available

Is your feature request related to a problem? Please describe.
Local authorities would like to be able to see at a glance whether there are notes for an application. These usually only exist if there is something wrong with the application or if there is a deviation from the standard process.

Describe the solution you'd like
We were immediately provided with a solution as a suggestion for improvement:
"Notes should be highlighted in color if they are available and displayed immediately when opened"

However, I think that @hauf-toni should work out a design suggestion again based on the request.
