Transfer applications for freinet

A large number of towns and districts in Bavaria work with Freinet-Online as their master data management system. Volunteers are created there as profiles and applications and active volunteer cards are stored.
Currently, cities and districts export our applications as PDF files or via the CSV export function already provided by as an interim solution and then upload them manually to their Freinet system. This is to be further automated/improved.
The information on a created volunteer card should also be transferred to Freinet.
How the data is then handled on the Freinet website (e.g. assignment of a card to a person in the event of name discrepancies or duplicates) is the responsibility of Freinet-Online

Describe the solution you'd like
Possibility of linking Freinet-Online and the digitale druckerei: applications and volunteer cards can be sent to the Freinet system at the touch of a button.

Additional context
For that we need an API from freinet and our users need to input a freinet-client-id inside their region settings to ensure the mapping of our region to the fitting freinet-region. For exmaple the transfer to freinet could/should not be possible if the freinet-client-id is not maintained...

The scope of this ticket is to collect all the relevant information from Freinet. The implementation will be done here:

• create our region id settings textfield and fetch valid ids: Add freinet client id to region settings #1762
• call freinet api: call freinet api #1763
