Describe the bug

Confirmed in peer programming session. On installing transport_performance, the route_lookup.pkl is not included.

Environment

  • OS: Docker
  • Python version: 3.9.11
  • Java version: ?
  • Python module versions (if different from requirements.txt):

Steps to reproduce

GtfsInstance will instantiate for users of the package not installing in editable mode. (users not devs)
