Update rule_book.rs to use the new BARGE Rule Book paths.

Although it's not yet live on BARGE.org, the general format is nailed down and is deployed to https://ts4z.github.io/barge-rulebook/, so I may as well link to that for now, since it'll be trivial to change the host later.
