SpMxSpM expects input CSR matrices in ordered form - To be Researched for generic CSR format support

Limitations on input CSR matrix, The pre-conditioner for SpMxSpM, the input CSR matrices should be ordered. The column indices of each row should be ordered (sorted).
The behavior is unknown if the csr matrices are not ordered. New algorithm needs to be figured out for these cases.
