Delete the backup S3 bucket

Prior to running our s3 migration utilities, we created a backup of our staging s3 bucket titled cryoet-data-portal-backup so that we could revert easily in case of a major problem.

The new data has been in production for a few weeks now, and the backup bucket is expensive - we need to delete it for cost savings.
