When expanding a cloud, it's easy to forget to set the initiator name in initiator-dictionary for the new nodes.

If initiator-dictionary is set but is missing a specific node, that unit should throw a juju error or warning.

It doesn't seem super likely to me we would set initiator names on some nodes but not all of them, but I guess that's possible. I guess to account for that you could optionally set initiator-dictionary to have a null entry or a config option to ignore this situation.

But by default it's probably a good safeguard.
