Build in Windows 11

rustup 1.27.1 (54dd3d00f 2024-04-24)

@0xddy Have you tried to install nasm? I also had issues with aws-lc-sys and I had to install nasm for the pipelines to work

@0xddy I installed it using Github Actions but I see you can download it here: https://www.nasm.us/pub/nasm/releasebuilds/2.16.03/win64/

Can you create a new feature to enable rustls with ring feature (and so disable aws-lc) ?
