There are many upscaling programs out there that use the Anime4K shaders. Anime4K is just a set of shaders meant to be used with mpv-based video players.

I would recommend you not to upload anime randomly to the internet, as that could lead to potential copyright issues. If by “everyone” you mean sharing with your friends, then I recommend setting up a Plex server instead.
