0.9.0 released breaking bitcoin 0.28.0-rc.1 #65

Some time ago I asked about electrum client release using bitcoin 0.28.0-rc.1 - and it was done as 0.9.0-rc.1. #63

However three days ago a 0.9.0 was released using 0.27.0 without taproot support, which broke compilation of everything downstream :(
