upgrade arb-bio to version 7

I hereby request an upgrade of arb-bio from version 6.0 to version 7.0, which has now existed for a few years. For example for Ubuntu, there is only native support until Ubuntu20, Ubuntu22 is no longer compatible. Request also posted here epruesse/ARB#2

I've made a working, but rather naive, apptainer container, which we have been using for a while as an alternative, definition here https://github.com/cmc-aau/biocloud-software/tree/main/containers/apptainer/arb, but maybe it needs some tweaking too. It simply runs the install script in a base ubuntu 20 image

update: I have started on the matter myself on this fork. I have finally solved the dependency tree manually, but am experiencing other issues when building and testing locally, issue here.

@epruesse do you have time to take a look at this soon? It's still very relevant and a big issue for us at least, native arb install is broken with ubuntu20 and later.
