issue-to-project action needs replacement (for GitHub projects V2)

https://github.com/betterscientificsoftware/bssw.io/blob/main/.github/workflows/issue-to-project.yml does not seem to be working reliably? We need to debug this or find a replacement action. We might need/want to migrate to the new Project capabilities from the Classic version we currently use.

It worked for this issue. But I've seen numerous content PRs recently for which it hasn't.

There is a GitHub-supported action https://github.com/actions/add-to-project which works only with the new Projects but looks like it will do what we need.

Since the deprecation of the original project boards, we have a need for a completely new action that works with V2 projects. @bernhold has experience scripting V2 projects, but it lives in a private repo. So contact him to share that.
