I want to quickly and easily understand the access I have to data through a simple presentation of information. Therefore, I considered the field ("Who Can View this Data") ambiguous and somewhat confusing.
I can determine view access to the the data through the presentation of a map, a link to a web service or visualization from the catalogue record - e.g. a link to iMapBC, a link to a WMS, a link to a AGOL page.
so that I may more quickly and easily understand the access permissions to data I would like to see this field removed.
As a catalogue record editor ,
I want to simply and unambiguously convey the access to data that I am granting on behalf of a Data Custodial agency.
so that potential data users may more quickly and reliably understand the access permissions to data available.

@gjlawran For now I think we should just hide the field for non-logged in users, and not remove it completely from the schema. I don't want to give up on trying to make the button label and definition make sense quite yet. I want to get a better understanding of how existing logged-in users are using this field.
