I'm not sure about that feature. Core members could talk about their work during the weekly call. We can then figure out what should be prioritized.

It's just adding label like: "from core" or something. It doesn't enforce priority
Ok, do you know if that's possible to search for issues/prs created by a member in a GitHub team?
Edit: not really (https://help.github.com/articles/searching-issues/#search-by-a-team-thats-mentioned-within-an-issue-or-pull-request). But babel-bot could just ping a team in the issue/pr.
