Reduce Papertrail data transfer use by filtering out unimportant log messages via remote_syslog2 exclude_patterns. In particular, filter out ELB HealthCheck successful responses, which appear to be the bulk of the log messages.

There is currently a manually added filter in the Papertrail site UI for GET.*200.*ELB\-HealthChecker.
