Package inconsistencies when installing according to requirements.txt #12

Hi Avi, @avisingh599

When I am installing the softlearning environment's packages according to the requirements.txt file (this is from the masters branch), I found the following warning about package inconsistency between dm_control and Python 3.6.5 and this stopped the Envs building process (I've also raised this on the softlearning GitHub and while waiting for reply just wondering if you've got any idea):

To follow up on this issue - the latest situation is that I managed to create the softlearning environment using the latest requirements.txt file from the Softlearning Git repo without any package inconsistency errors popping up (I think this version is a bit different to that in your requirements.txt file in your latest masters). Yet my question is - your codes should run fine on the softlearning envs I created using the latest version from Softlearning Git repo right? There's got a problem on the GLIBC version of my GPU cluster which is preventing me from running the code so I don't know the answer to the question above lol.
