messageと違ってアップロードされたら変更は加えられないと思って良い (snippetは知らん scrapbox使え) ので，定期的にpollingせずともEvents APIが発火したらファイルアップロードでも良さそう
ただ，Events APIが早すぎてダウンロード準備ができる前に発火することがあるらしいので，リトライ機構が必要。
