List of things to do.

Create sheet for new government type titles
Change CTP Custom Loc Byzantine titles over to Roman Admin
Adapt Council Positions
Finish Religious Titles in CTP

Things that should be done but not required.

Most localization should be under the replace folder or on it's own file were possible.

Will do
Might not be entirely necessary considering I supersede it in council position name
Might put that in the excel file

For file organization and cleaniness, there should be only a few vanilla file overwrite, so relatively easy to arrange
