Not all labels for overlapping features are displayed

One of our testers for the TEST version pointed out that when two UPDES Discharger sites have the same location, such as UTR000664 and UTR273675, that only one label is visible. This would be true for the production version also.

Do you have any recommendations on how so approach this issue?

In this case, the address is the same because the permit holder has two different permits but one site location resulting in two sites but only one label on the Interactive Map. One solution would be for me to move one of the two sites a little.
