Move mobile wireless broadband data into standalone FC and delete from source

Export mobile wireless broadband from UBBMAP.UBBADMIN.BB_Service into it's own featureclass with the same schema that the FCC uses. Delete mobile wireless polygons from UBBMAP.UBBADMIN.BB_Service and SGID.UTILITIES.BroadbandService.

Is this something that you are planning on doing? If so, please keep me in the loop. There will be a fair amount of work that will need to be done to the web app to accommodate this change.

@stdavis this is not an immediate goal, but one that was recognized and recommended by Zach in recent communication with the Broadband Office, so I did not want to lose track of it.

Making progress on this via @rkelson recent efforts. The mobile data still remains in the UBBMAP database and service until we can determine a path forward for the new (FCC-schema) mobile data set, and the necessary changes to the residential app.
