WebUI - add option for specifying multiple regions to use in aws backend in webui

Add option to specify multiple regions in webui when AWS backend is in use. This would translate to polling the inventory from multiple regions, as well as allowing to specify region for certain actions, like cluster/client/agi create/grow commands. WebUI primarily, but could allow this in cli too.
