Relates to #145.

As lined out there, the MathOptInterface package cannot move to the extensions because we cannot/should not define new structs in extensions. For now.

Hence, this issue meant as a reminder to check on the status of the extension development within Julia.

Following the discussion: very much not urgent if we ever do this.
At least now people can define their BLMO without MOI
