Add Javascript service for Guide

The Guide needs a javascript service that can scroll the user to the area of focus for the guide. We may need to look at a different way of implementing the guide because currently having it fixed will make it so the user is not able to scroll on the page... some other libraries use absolute but that could pose some issues... maybe not though..
