WarnGen windows cannot send/issue warnings

Hello, I am trying to issue warnings and "send them" however I don't see a send button and i cannot save it. I also want to issue severe weather statements (Warning follow ups). however because i cannot issue the warnings, i cannot save them. If anyone knows how to fix this, that would be greatly appreciated.

For example in the image, the AWIPS header is not filling in, restricting me from sending the warning.

If anyone knows how to fix this for windows, that would be greatly appreciated. Please reply as soon as possible

does anyone have an old .msi download of the application (version 1.7.1)? If an older download fixes the problem that would be great

This is a "non-operational" version of AWIPS, as it says here. I'm fairly certain that this is not working is on purpose, to prevent people from issuing severe weather warnings.

On other videos a few months ago it was working, and may not be functional in this version. They even said that this is where it came from so something changed. UNIDATA apparently is working on a big update to this so please do add the functionality!
