Describe the bug
Users must hit refresh or use ALTER STAGE docs REFRESH; Or the directory table is not populated

To Reproduce
Steps to reproduce the behavior:

load data into stage
Run the commands to load the meta data into the tables results in zero rows

Expected behavior
Running the pulate table commands should result in rows being added
