The Sims (base game) won't start, even after deleting Drvmgt.dll #4

Before deleting Drvmgt.dll The Sims base game won't start at all and no log is created at the game folder.
After deleting Drvmgt.dll it still won't start, but three log files are created:
Sims.exe_SafeDiscShim.log
clokspl.exe_SafeDiscShim.log
SIMS.ICD_SafeDiscShim.log

Edit: I'm using Windows 11 x64.

To the risk of sounding like a broken clock.. you did verify the game works if you use an unsafedisc'ed exe?

It runs if I use a no-cd exe from GameCopyWorld and set the exe to use Windows XP compatibility mode.
The original sims.exe won't run with SafeDiscShim even after setting the compatibility mode to Windows XP.
