If verkey was abbreaviated on NYM or ATTRIB tx, fullVerkey in expansion is simply concatentaion of the did and verkey. Whereas correct value is calculated as follows here:
https://github.com/hyperledger/indy-sdk/blob/master/libindy/src/utils/crypto/verkey_builder.rs
