Is there a reason we do not use the latest image tag when pulling the OL runtime image into our Dockerfile? If not, doing so would allow us to automate OL runtime updates.

Reach out to Annie or Kin to confirm this was not avoided for a specific reason

This is currently blocked by #3022 due to the fact that the website does not run on the newest version of Java SE, which is what the latest image uses.
