Missing vocabularies about Chinese float and satellite system

I just looked at the Argo NVS and found some missing vocabularies about Chinese float and satellite system.

1. In TRANS_SYSTEM, BEIDOU should be added, its definition is: BEIDOU transmission system.
2. In R24 (PLATFORM_MAKER), NOTC should be added, its definition is: National Ocean Technology Center.
3. In R08, 871 should be added, its definition is : COPEX profiling float.

Maybe, a clarification is needed for code 871. In the GDAC, I can find some floats with this code already, but for HSOE/HM2000 floats. Here is the complete list:
