Add Time of Day (TOD) CONFIG settings to the meta netCDF

In order to help users understand when Time of Day sampling has been used, DACs are asked to please add the TOD CONFIG settings to the meta netCDF. This includes TOD values at deployment as well as modifications done via 2-way comms. It is also important to indicate if the TOD CONFIG is off/disabled which is done with a value of -1.

DACs, please indicate the status of implementation at your DAC next to your name below. For example, DAC name: not started or in progress and hope to complete by XX, finished, etc.
