Snow cover of PV panels

There are models in SAM (and PVlib) for modeling the snow cover of PV panels, if you provide weather data that includes precipitation. Most TMY3 files and a lot of our AMY files didn't have precipitation data included, but Carlo has developed a new way of generating AMY files that includes that data. We should check if we're correctly modeling snow cover of PV.

Example weather file, with a lot of winter precipitation, is attached for testing purposes.
