Water uses can now be assigned to individual spaces per the OpenstudioStandards::ServiceWaterHeating.create_water_use() per NREL/openstudio-standards#1820.

Add the adjust_hotel_occupancy measure to the workflow, which will adjust water use and other loads based on seasonal room occupancy.
