netcdf integration tests fail when using serial netcdf build

I have tested this in github workflows and on the cheyenne system. On cheyenne:

   The following tests FAILED:
   37 - tst_async_multi (Failed)
   38 - tst_ncint_async_perf (Failed)
   39 - tst_ncint_perf (Failed)
   40 - tst_pio_async (Failed)
   41 - tst_pio_udf (Failed)
