MAP not changing, until and unless confidence score is exceeding?

Hi,
The MAP is not changing until and unless the confidence score of the second box which is 0.78 exceeds the confidence score of the first box which is 0.8. Is it picking the bounding box with the highest confidence only? and does that mean no matter how many boxes are there, if there confidence scores are less then 0.8, the map will always be 1.0?. Please refer to the below screenshots.
