How to set floating window belong to one workspace?

case1) If some program is managed by komorebi which is opened in workspace 1,
it belong to workspace 1 only although it is floated by komorebic toggle-float command.

case2) If I set specific program with float_rules, I thought it behave like above situation. but it doesn't.
for example, I wrote this setting in komorebi.json

  "float_rules": [
   {
    "kind" : "Exe",
    "id" : "WidowsTerminal.exe",
    "matching_strategy" : "Equals",
    }
]

When I open WindowsTerminal in workspace 1, it floats automatically, but it shows in all workspaces with this setting.

Can I set specific program to floating window in only one workspace using komorebi.json ??

Float rules are currently more like "ignore rules" - whichever applications match this are ignored by komorebi completely, so they can't be assigned to any particular workspace
