cardano-testnet: use cardano-cli's check-node-configuration command

This issue requires cardano-testnet to depend on a version of cardano-cli newer than 10.1.1.0.

We recently added the check-node-configuration command to cardano-cli: IntersectMBO/cardano-cli#923

We want to use this command in cardano-testnet, to catch genesis earlier ones, and also to test this feature of the CLI. This issue keeps track of doing so.
