Make staff access to fetch files more friendly to deprecate NFS to dataflow

Need a URL that tells them their access key so they can put it in an environment variable or similar for use in scripts.

Need to sync the archive user database to the local fits servers, or similar. Or just have people get data from the archive even if they're on site.

Need to provide a "fetchme" script
