This is related to some recent changes in Cython which breaks the old (original) python-djvulibre package. Please install it manually before installing ocrodjvu by cloning https://github.com/FriedrichFroebel/python-djvulibre and running pip install --verbose . from the python-djvulibre checkout.

This is an issue with installing python-djvulibre. You will need https://djvu.sourceforge.net/ on your device. Please note that I do not have any control over the python-djvulibre PyPI package at the moment. On my own fork (https://github.com/FriedrichFroebel/python-djvulibre), I dropped direct Windows support due to it being untested and due to not using Windows myself and thus being unable to provide sufficient support.
